Residents voice concerns as Verizon presents Kilburn water-tank cell‑site options to Oak Park advisory council

Verizon representatives presented options for a proposed cell facility at the Kilburn water tank site (LU10-0076) to the Oak Park Municipal Advisory Council on July 26, and council members asked the company to return with additional project alternatives and with responses to concerns raised by the affected homeowners association.

Chair Derek Ross, chair of the Oak Park Municipal Advisory Council, read a letter from absent member Mike McReynolds and then allowed residents and company representatives to speak about the proposal. Resident Miriam Wolverton expressed concerns about the project’s siting and potential impacts; the minutes record that a Verizon radio‑frequency expert answered questions from the council during the presentation.

Ventura County Supervisor Linda Parks, reporting earlier in the meeting, said the County Planning Department was working on countywide standards for future cell‑tower siting; she also relayed that County Counsel had concluded there was "no legal conflict of interest" for MAC members who also serve on the Triunfo Sanitation District board to vote on cell‑tower applications that appear on the MAC agenda, while noting MAC members could still choose to recuse themselves.

The MAC did not take a formal vote to approve or deny LU10‑0076 at the July meeting. Instead, council members requested that Verizon return at a future meeting with more alternatives and with steps taken to address concerns raised by the homeowners association that would be affected by installations at the Kilburn water tank site.

The council’s request leaves the proposal’s next steps open: Verizon must provide additional design alternatives and document outreach or mitigation measures for the HOA before the matter returns to the MAC for further consideration.
