Oak Park residents push for stricter notice, limits on Kilburn water-tank cell work ahead of Verizon permit hearing

Several Kilburn Court residents — Robert A. Scrofano, Miriam Wolverton, John Wallace and Jamie King — told the MAC they oppose new cell facilities on the water tank and asked for clearer neighborhood notification and limits on how often companies can work in their street. “We don’t want constant construction in our neighborhood,” one resident said during remarks to the MAC.
Ventura County Supervisor Linda Parks said she has asked County Counsel to examine what conditions the county may legally include in cell‑facility permits, including whether the county can limit the frequency of street work or require camouflage measures for equipment. “We will look into what is allowable under the permitting code,” Parks told the MAC.
The MAC chair and members noted written communications from Kilburn Court residents and flagged a December 21 MAC agenda item: county planning staff and a Verizon representative are expected to attend that meeting to discuss the permit application for the Kilburn tank. The MAC did not record a formal vote on a specific new restriction at the Nov. 30 meeting.
The issue follows earlier MAC discussion about clarification from County Counsel on permit conditions and broader resident concern about how companies notify neighborhoods about proposed installations. The county’s Planning Commission is also scheduled to hear related permit matters in mid‑December. The MAC’s next regular meeting is set for Dec. 21, when the Verizon application will be on the agenda.
