Planning commission endorses new Infrastructure & Technology zoning text and noise-rule changes

The Trenton Planning Commission voted on Oct. 20 to recommend a set of zoning-text amendments that would create a new Infrastructure and Technology (IT) district and modify related code sections addressing permitted uses, noise limits and emergency-generator language.
Staff said the amendment (exhibit A) adds the IT district to the city27s industrial classifications and inserts related standards into existing articles (cited in the hearing as 1248.01, 1252.17, 1264.02 and 1264.06). The changes were described as text-only at this stage: staff emphasized that no site-specific map changes or site plans were being approved in the hearing and that any future proposals in a new district would follow the standard site-plan and permit review process.
Commissioners asked whether the amendments were being driven by a known buyer or prospective project in the industrial park; staff said the city had sold acreage in the industrial park to a company working with data-center uses and that the text amendment prepares the code to regulate such uses in an appropriate district. One commissioner moved to table the amendments for additional information; a second commissioner supported tabling, but the commission ultimately proceeded and approved the staff-recommended language at this meeting.
The commission approved three separate ordinance text changes in roll-call votes: the creation of the new district (1248.01), additions to noise/emergency-generator language (1264.02 and 1264.06) and a new permitted-uses section (1252.17) that enumerates utilities and infrastructure-related uses appropriate for the district. Staff reiterated that any applicant seeking to develop in the new district would still submit site plans and required technical studies for subsequent reviews.
Ending: The plans and ordinances will go to city council for further readings and a public hearing scheduled for Nov. 6, 2025, per staff comments. Commission members encouraged residents to attend future meetings if they want to weigh in on specific site proposals after the text amendments become effective.
