Windham commission hires contractor to remove Deer Leap graffiti, approves two memorial benches

The Windham Conservation Commission voted unanimously to hire Great Bay Facility Maintenance Service to remove graffiti from rock surfaces at Deer Leap and approved two bench dedications at Fessenden Dam.
At the April 9 meeting, Dianna Fallon, representing Friends of Moeckel Pond, described a plan discussed with Great Bay to use a powdered-glass slurry in a high-pressure blast to strip graffiti; the group offered to cover the removal cost. Commissioner Kara Feldberg moved to hire Great Bay for $2,650, a motion seconded by Lisa Ferrisi and approved 5-0.
Friends of Moeckel Pond also proposed visual and interpretive projects for the town’s 250th anniversary, including audio-visual materials to illustrate the historic saw and gristmill and exploring a vinyl wrap to camouflage electrical panels near Deer Leap. Neil Fallon said the group had not yet checked with the power company about whether a wrap would be allowed; the commission granted permission to pursue discussions.
The commission approved two bench dedications at Fessenden Dam. Feldberg moved to approve a bench honoring Carol Pynn and Carolyn Webber, with the exact location to be determined; Vice Chair Wayne Morris seconded and the motion carried 5-0. A second motion to install another bench with a plaque for Peter Griffin also passed 5-0.
The actions follow ongoing volunteer and maintenance activity around town conservation properties, where residents and commission volunteers have assisted with brush clearing and other site work. Chair Michael Specian and commissioners discussed next steps for installation logistics and confirmations with other town departments.
The commission’s next meeting is scheduled for April 23, 2026.
