Madison County commissioners approve bids, payments and grant; set compensation meeting

The Madison County Board of Commissioners on a regular session approved a series of routine and project-specific items, including construction payments, procurement awards, a workforce grant and a revised subdivision plat.
The board approved the consent agenda of minutes from late April and early May and then moved on to several action items. Commissioners approved the library parking lot bid and carried a draw request for the S Lane bridge (draw request number nine) in the amount of $188,248.61. The board also approved payment application number six to William Civil Construction for the Madison Street/Back Route Mountain Care Center project; the packet shows an amount reported as approximately $84,934.75 and commissioners noted on-site progress and an upcoming final closeout visit.
In personnel and grant actions, the board approved a Health and Human Services supplemental workforce grant described in the packet as $100,000 for fiscal year 2027, renewable up to four years, to fund an additional full-time nurse in the county office. Staff notified the board of a resignation effective July 4 and received permission to recruit for a safety coordinator position.
On land-use business, planning staff presented an amended plat for Lot 17 of Stone Ridge View subdivision (northwest of Ennis, Madison County). Staff said the planning department reviewed the proposed survey on April 27, 2026, and the exemption review board reviewed it on April 29, 2026; both found the relocation of the platted building envelope acceptable and in compliance with applicable laws and state statute. The board voted to approve and sign the amended plat; the owner was listed in the presentation as Andrew James, represented by Margaret Stecker of Skyline Surveying.
For county equipment, the board reviewed three verbal quotes for a 96-inch brush hog for the fairgrounds ($8,500; $9,600; $6,800) and approved the low bid of $6,800, noting preference for a local vendor able to service the machine. Commissioners also agreed to continue the fairgrounds event center bid documents to next week to combine building and erection scopes and to clarify warranty and date information.
Administratively, commissioners set the compensation board meeting for May 26 at 3:00 p.m., discussed filling a third civilian slot on the compensation board and asked staff to notify elected officials to bring proposals to that meeting. The board reviewed IT policy language in the packet and voted to table adoption until the policies are prepared as a resolution for next week. Finally, the board approved Resolution 20-2026 declaring telephones surplus property and discussed documenting disposals by resolution to maintain a written record.
The meeting concluded after a motion to adjourn carried. Several items flagged for follow-up included the fairgrounds event center bid revisions, final closeout of the Madison Street/Mountain Care Center project, recruitment steps for the safety coordinator and the preparation of the IT policy resolution for next week.
