Airway Heights park board explores state COAF grant to expand Recreation Complex parking and fields

The Airway Heights Park Advisory Board discussed applying for a state Community Outdoor Athletic Facilities grant to expand parking and multipurpose field space at the city's Recreation Complex. J.C. Kennedy, Parks & Recreation Director, summarized the Recreation and Conservation Office's COAF program and how the city might compete for awards.
Kennedy said COAF is a new program offering grants to build, expand or renovate outdoor athletic facilities, with an emphasis on communities that lack recreational opportunities or serve underserved populations. He told the board the RCO director will award an initial $12 million in October 2024 and that the Legislature has projected an additional $12 million in the 2025''2027 biennium, which could fund a second round of grants to be awarded in May 2025 with funds available July 1, 2025.
The director also described regional allocation rules, saying state law requires COAF funding be distributed in proportion to population across five regions. Kennedy said Airway Heights falls in the Northeast Region (including Chelan, Douglas, Ferry, Lincoln, Okanogan, Pend Oreille, Spokane and Stevens counties) and that available funding for the region is $1,212,051 for each round. He said Airway Heights Parks & Recreation (AHPR) plans to apply for funding to expand parking and multipurpose field space at the Recreation Complex.
Kennedy advised the board that if the city advances to phase two of the application process, opportunities for public feedback would be considered in the final scoring criteria and that the board may schedule an additional public hearing on the application. No formal motion or vote on the grant application was recorded at the meeting.
The board took no final action on the application at the March workshop; Kennedy outlined the next steps for submitting the application and returning to the board if the project advances to later review. The meeting adjourned at 6:31 p.m.
