New Bremen council approves $23.26 million 2025 budget, 3.5% wage increase and $200,000 sewer reserve

The Council of the Village of New Bremen on Dec. 30 approved the village’s 2025 appropriations of $23,260,021.00 and a 3.50% wage increase for all employees, and created a Sewer Reserve with a $200,000 transfer from the Sewer Fund.
The council adopted Third Reading Ordinance 2024-11-29 setting the 2025 appropriations after a motion by Council member Larger and a second by Council member Burnell; the vote was recorded as six ayes. The same meeting approved Third Reading Ordinance 2024-11-30 to raise employee wages by 3.50% (motion by Hurley, second by Bertke); that measure passed with five ayes and one abstention by Council member Lomakin.
Council also moved to amend 2024 appropriations to align actual revenue to appropriations. Members suspended the rules and passed Declaring Emergency Ordinance 2024-12-35 (motion by Larger, second by Condon), recorded as six ayes. Separately, council established a Sewer Reserve fund for future wastewater treatment plant improvements and approved an emergency transfer of $200,000 from the Sewer Fund to the Sewer Reserve Fund by Declaring Emergency Ordinance 2024-12-34 (motion by Lomakin, second by Larger); the transfer was approved with six ayes.
Village Administrator Richter noted the finance report presented earlier in the meeting, with Council member Larger reporting December expenditures of $1,443,916.91 and November receipts of $1,267,486.89 and saying the finance committee reviewed November bank reconciliations.
On capital projects, the council recorded results from a mid‑December bid opening for reconstruction of Vine, Park and Walnut streets. The transcript lists six bids with the lowest from PAB Construction of Coldwater, Ohio at $1,188,325.00 and notes the village received a $240,000 loan and a $240,000 grant from the Ohio Public Works Commission (OPWC). Council introduced First Reading Ordinance 2024-12-33 to award the project to PAB Construction; no final award vote was recorded at this meeting.
