Merrimack County E911 representative outlines addressing changes to fix duplicate Daniel Webster Highway addresses

Zachary Branscom, a field representative for NH 911, told the Boscawen Select Board on June 10 that Merrimack County Dispatch had identified multiple instances where the same street number (325 Daniel Webster Highway) corresponds to different buildings, leading to misdirected emergency responses. Branscom provided maps and an addressing plan he said was developed with Planning and Community Development staff to correct the problem.
Branscom said the effort falls under RSA 231:133 and RSA 231:133‑a and requires the governing body of the municipality to commit to an addressing plan before the county updates its phone and dispatch systems, notifies utilities and alerts responding services. He proposed specific changes for the Daniel Webster Highway campus (for example, changing an unutilized building from 309 to 313 and Water from 302 to 312 while keeping the prison at 314) and said his preference was to correct addressing across the whole campus at once to avoid repeat issues.
No formal vote was taken; Branscom said that if Merrimack County agrees to the plan, the county would be asked to sign consent and PCD Director Kellee Easler would sign on the town’s behalf to begin notifying property owners.
