West Deer board approves police taser ordinance, releases $983,041 bond and awards $1.003M in road contracts

The West Deer Township Board of Supervisors passed several formal motions March 18 during its regular meeting.
Ordinance and resolutions: The board unanimously adopted Ordinance No. 463 to amend police policies governing the department’s use of energy weapons (commonly known as Tasers). It also adopted Resolution No. 2026‑03 authorizing the Township Manager to apply for, and sign if approved, a DCNR C2P2 grant limited to the Bairdford Park concession stand portion of the Master Park Plan. The board adopted Resolution No. 2026‑04 approving the PA DEP Sewage Facilities Planning Module for the LaPalme/Montag two‑lot subdivision.
Bond release and subdivision approvals: Following a motion to amend the agenda, supervisors approved release of $983,041.40 from the Kingston Plan of Lots performance bond based on Shoup Engineering’s recommendation. The LaPalme/Montag preliminary and final subdivision plan (502 Bairdford Road) was approved per Planning Commission recommendation.
Hiring: The board appointed Michael Funk as Public Works Director effective May 1, 2026; the motion passed unanimously.
Contracts and consultant: The board authorized the Township Manager to execute an Energy Credit Consultant agreement with The Alliant Group (fee revised from 6% to 5%). For road work, the board awarded Contract 26‑01 (hot mix asphalt) to Shields Asphalt Paving for a base bid of $489,053.50 and alternate A for $327,007.50, and Contract 26‑02 (cold mix) to Youngblood Paving for $110,778.30 plus $76,282.40 in alternates. The total approved for the 2026 road program was listed as $1,003,121.70.
Dog shelter water line: The board authorized the Township Manager to have Public Works install the dog shelter water line; the motion passed 4‑1 (Supervisor Wiegand opposed).
