The Rock Springs City Council on July 2 approved Ordinance 2024-09 on second reading, adopting a temporary downtown restriction that, according to Councilor Larry Hickerson, requires "all drinks must be in plastic containers and drinks must be purchased from licensed downtown vendors" and will remain in effect through the end of September.
Councilor Randy Hanson asked whether patrols would be specifically assigned to enforce the rule; Police Chief Bill Erspamer was asked to comment and the record shows the council discussed patrol assignments without naming specific targeted shifts. Councilor Tim Robinson suggested incorporating the ordinance into the City's TIPS training for vendors.
Ordinance 2024-09 was considered with two other ordinances on second reading: Ordinance 2024-07 (revising personnel policies) and Ordinance 2024-08 (repealing a residency requirement for police and fire personnel). All three ordinances passed by unanimous roll call. The downtown rule is time-limited and applies only to the designated downtown area as described in the ordinance text; the council did not adopt additional funding or a detailed enforcement schedule at the July 2 meeting.
