Johnstown council unanimously approves engineering agreement, budget transfer and multiple hearings

The Johnstown Common Council on March 16 unanimously approved a package of routine agenda items, including a supplemental agreement for the W. State Street Bridge, a budget transfer, and several notices to advertise upcoming public hearings.

The council approved an engineering-services item with CT Male (agenda item 29) on a motion by Council Member Bradley Hayner, seconded by Council Member Max Spritzer; the motion carried with five ayes. The body also voted to advertise a Planning Board cost-recovery policy public hearing (item 30), a local law for civil enforcement of parking violations (item 31), and a proposed temporary moratorium related to battery storage as Local Law #2 (item 32); each motion passed unanimously.

Council Member Scott Jeffers moved to appoint a Commissioner of Deeds (item 33); Council Member Bradley Hayner seconded and the motion was approved. The council approved a budget transfer (item 34) on a motion by Council Member Hayner, seconded by Council Member Spritzer. A supplemental agreement for the W. State Street Bridge (item 35) was approved on a motion by Council Member Vincent McCallum, seconded by Council Member Hayner. The council also voted to advertise a public hearing on allowing the keeping of chickens (item 36) and took action on adopting a Family Medical Leave program (item 37); both motions passed unanimously.

All motions recorded in the minutes carried with five ayes, no nays and no abstentions. The council entered the items and related documents into the record; specific contract amounts, appointee names (for some appointments) and ordinance texts were noted as part of the meeting materials attached to the minutes.

The council's next regular business meeting is scheduled for April 20 at 6:00 p.m.
