Johnstown Common Council approves CDBG application, landfill monitoring and other routine measures

Johnstown’s Common Council approved a slate of routine measures at its Feb. 17 business meeting, including authorization to apply for a Community Development Block Grant (CDBG) demolition grant, continued landfill monitoring and site-management actions, along with a budget transfer and the approval of prior meeting minutes.
The actions, each carried by recorded motions, passed by a 4–0 margin with Council Member Bradley Hayner listed as excused. Council Member Scott Jeffers moved to authorize the city to submit the CDBG application; Jeffers’ motion passed following the brief public hearing in which one resident spoke in favor of the grant.
Council Member Eric Parker moved approval of the claims and accounts. Parker noted that the recent implementation of Tyler Technologies has “significantly improved clarity and accessibility of financial documentation,” an improvement Mayor Amy Praught acknowledged during the meeting. Other approved items included a resolution for technology support services, an agreement with Fulton County Planning Services, continued landfill monitoring, management of the former Kargs Brothers site, a budget transfer and noting that a towing RFP received no submissions.
Several routine minutes votes were recorded earlier in the meeting: approval of the Jan. 20 business meeting minutes and approval of the Feb. 5 special meeting minutes; both motions were moved by Council Member Max Spritzer and recorded as carried. All recorded motions in the meeting carried with four ayes and one absence noted for Council Member Hayner.
The council’s approvals were procedural in nature and did not include extended debate or amendments at the Feb. 17 meeting. The council adjourned at 6:29 p.m.
