Woolwich committee introduces ordinances and approves consent agenda including allocations for Fair Share Housing

At its Feb. 18 meeting, the Woolwich Township Committee read and acted on multiple ordinances and a consent agenda covering permits, refunds and housing-fund allocations.
Deputy Mayor Nocentino read Ordinance 2025-03, an ordinance to exceed the municipal budget appropriation limits and establish a CAP bank (citing N.J.S.A. 40A:4-45.14); the committee adopted the ordinance by unanimous roll call (motion by Committeeman McGovern; second by Committeeman Frederick). The committee also introduced Ordinance 2025-04, creating a Road Crew Leader position, and Ordinance 2025-05, amending the 2024 salary ordinance; both were introduced without opposition. Committeeman Frederick asked whether the CFO had been consulted on the Road Crew Leader position and requested clarification on the salary ranges for that role ($60,000–$67,000) and for the certified solid-waste recycling coordinator, citing a prior website redesign intended to reduce hours for that position.
The committee approved a consent agenda (resolutions R-2025-55 through R-2025-62) by motion of Committeeman McGovern, seconded by Committeeman Frederick. The consent package included routine matters (a raffle-license endorsement, a street-opening permit, release of escrow, and a fee refund to Woolwich Wellness Co., LLC for a Class 1 microbusiness cultivator) and several items related to a previously approved settlement and the Fair Share Housing Development project. Two consent resolutions (R-2025-61 and R-2025-62) confirm amendments to a May 3, 2021 amended settlement agreement and authorize court filings and a second amendment to a developer’s agreement; the consent agenda text recorded that the Township has $3,350,910 in the Affordable Housing Trust Fund for the FSHD Project, to be allocated $2,409,385 for Phase I and $941,525 for Phase II.
Committee members voted on the ordinances and consent agenda by roll call; all recorded votes on these items were 4–0 in favor. Committeeman Frederick noted one instance (resolution R-2025-58) where an application fee had been refunded and said he may request revisiting the micro-fees ordinance.
