Russell Blair, director of education and communications for the Freedom of Information Act Commission, presented a PowerPoint briefing on Freedom of Information procedures to the Litchfield Planning and Zoning Commission at a special meeting at the Town Hall Annex in Bantam on Feb. 17, 2026.
Chair Carol Bramley opened the meeting and asked attendees to sign the sign-in sheet to obtain credit for mandatory education requirements. The session began at 6:10 p.m. and adjourned at 7:10 p.m.
Blair delivered the slide presentation and took questions and comments from roughly 20 people in attendance. He made the presentation available to participants and encouraged anyone needing assistance with FOI matters to contact him; the Land Use office will distribute the presentation to meeting attendees and others who request it. The meeting minutes list Blair’s contact information as included in the presentation materials.
No votes or formal actions were recorded on the agenda; the event proceeded as an informational presentation and question-and-answer session for commissioners and members of the public. The meeting minutes are signed by Carol Bramley, chairman of the Planning and Zoning Commission.
