Johnstown Common Council approves demolition, parking-lot work, bridge replacement and other routine actions

Johnstown’s Common Council approved a package of routine contract awards and property actions at a business meeting on April 21, 2025, at Council Chambers, City Hall.
Mayor Amy Praught presided as the council voted to award a demolition contract after a structural engineer determined the building must be removed and the bid specifications set a June 30 completion deadline. Council Member Bradley Hayner moved the motion, which carried with four ayes and one member, Council Member Scott Miller, noted as excused.
The council also approved awards for multiple parking lots — covering two lots on Main Street adjacent to the park, the Evans garage site on South Perry Street, South Market Street, and a lot behind O’Conner’s on North Perry Street — and the Townsend Avenue bridge replacement. Council Member Max Spritzer moved the bridge award; council minutes state that funding for the Townsend Avenue project will be reimbursed by both federal and state sources.
Council Member Scott Jeffers secured approval for a Department of Transportation shared services agreement, and Council Members acted on two property offers, approving the sale or transfer actions for 125 Washington Street and 9 Prospect Street. The council approved an appointment to fill the Assessor position.
The council approved an agreement with Solar On Earth; minutes note the deal carries no direct cost to the city and that the city will receive a credit on its electricity bills under the arrangement.
The meeting included department reports: Public Works described a heavier-than-normal pothole season, plans for upgrades and paving at Briggs Street Park (including ADA work to the field house, lighting changes and removal/relocation of oversized trees), and a reminder that the drop-off site is open seven days a week. Fire/Code reminded residents of rules for placing and removing garbage containers. The Treasurer reported the city should be ready to go out to bond in early May.
The council entered executive session at 6:29 p.m. to discuss the proposed acquisition, sale or lease of real property and returned at 6:38 p.m.; no formal action was taken during the closed session. Afterward the council approved an agreement to convey property to the Industrial Development Agency (IDA).
On water grievances, the city engineer recommended no adjustments for several addresses after data logs showed leaks on private property that have since been rectified; the council voted to accept the engineer’s recommendations and noted that a payment plan with the Treasurer’s Office may be offered where appropriate.
All recorded votes on agenda items in the minutes show four ayes and one absent (Scott Miller). The council announced local events and scheduled its next business meeting for May 19 at 6:00 p.m.; the meeting adjourned at 6:41 p.m.
