Upper Saddle River Planning Board elects chair, names legal and engineering advisers

At its Jan. 14 meeting the Upper Saddle River Planning Board elected Joseph Donato chairman and named Mark Madaio as board attorney and Nicki Louloudis of Colliers Engineering as board engineer; the board also adopted bylaws and its 2026 meeting schedule.
Joseph Donato was elected chairman of the Borough of Upper Saddle River Planning Board during the panel’s reorganization meeting on Jan. 14.
Mr. Jacobs moved to nominate Joseph Donato for chairman; the motion was seconded by Mr. Richardi and carried on a 5-0 roll call (Mr. Jacobs, Mr. Richardi, Mr. Preusch, Ms. Fox, Mr. Wiederholz). The meeting opened at 7:00 p.m. and began with the required public-notice statement under the Open Public Meetings Act (P.L. 1975, Chapter 231) and the Pledge of Allegiance.
The board also elected Mr. Richardi as vice chairman after a nomination by Mr. Jacobs that Ms. Fox seconded; that motion passed by a 4-0 roll call as recorded in the minutes. In staffing appointments, the board voted to appoint Mark Madaio, Esq., as Board Attorney and to appoint Nicki Louloudis, PE, PP, CME of Colliers Engineering as Board Engineer; both appointments were approved by unanimous roll calls.
The board adopted the Planning Board By-laws (revised Jan. 11, 2023) and the 2026 meeting schedule by unanimous votes, and it approved the minutes of the Dec. 10, 2025 meeting. Mr. Madaio administered the Oath of Allegiance to two members, and the clerk recorded five members present and four absent at the start of the session.
The reorganization establishes the board’s leadership and official advisers for 2026. No members of the public addressed the board during the meeting. The session adjourned at 7:15 p.m.
