The Windham Planning Board on March 4 reviewed a conceptual site plan for 5 Enterprise Drive (parcel 11-C-425) submitted by The Dubay Group on behalf of the applicant; the plan revises a previously approved coffee-shop layout and is intended to reduce impervious area and improve circulation while maintaining corporate queuing standards.
Karl Dubay of The Dubay Group said the existing approval will expire March 18 and the applicant is seeking an extension while the revised plan is considered. Dubay described an "enviro-septic" system for the site, said corporate standards influenced the drive-thru layout, and indicated the team aims to reduce work within the wetland protection area and improve drainage treatment.
Board members asked detailed questions about water (Dubay said there is an existing well that would be re-permitted), parking and how a drive-thru might affect circulation, hours of operation, signage, potential removal of an unused stairway and requests for a streetscape rendering showing the building from across Enterprise Drive. Dubay said the well radius constrains leach-field placement; Ms. Susan Meseti, the applicant, said the well has been tested.
The board discussed integrating the site into a future sidewalk system on Enterprise Drive but noted sidewalks cannot be built "to nowhere," so any sidewalk work may depend on broader area planning. Board members expressed appreciation for environmental improvements on the plan while continuing to raise traffic and queuing concerns.
Mr. Alan Carpenter moved and Mr. Derek Monson seconded to close the conceptual hearing for Case #2026-04; the board voted 7-0 to close the hearing. The board also recorded the applicant's request for an extension on the prior approval.
