Thayne council approves six ordinances on second reading and OKs construction payment

The Thayne Town Council voted on several routine but consequential items at its Oct. 18 meeting, advancing six ordinance amendments on second reading and approving construction and permitting actions.
By motion of Councilmember Woolley, seconded by Councilmember Heward, the council approved on second reading Ordinance No. 384 (addition to Title 11, Subdivision of Land); Ordinance No. 385 (addition to Title 5, Public Safety); Ordinance No. 386 (amending Title 8, Water Use and Service); Ordinance No. 387 (amending Title 9, Building Requirements and Permits); Ordinance No. 388 (amending Title 10, AR District Permitted Uses); and Ordinance No. 389 (amending Title 3, Business License). The motion carried; the transcript records the action as a single carried motion without a roll-call tally.
The council also approved Building Permit #2023-06003 for Dick Heiner (storage units) and ratified Building Permit #2023-06002 for Trey Andrews (modular home). Those motions were made by Councilmember Woolley and seconded by Councilmember Heward and were recorded as "motion carried." No further contest or abstention was recorded in the minutes.
In project finance, the council approved the Town of Thayne East Booster Pump Improvement Payment Request #3 in the amount of $61,341.50 to WS Construction. Sunrise Engineering reported the pump replacement is complete, one valve requires replacement and SCADA work remains ongoing. Council discussion included sequencing to avoid running the pump and heater concurrently to limit demand charges.
Administrative items approved by motion included issuing checks to be ratified at the next meeting and paying general bills. The meeting adjourned at 7:13 p.m.
