The Windham Planning Board voted 7-0 on March 4 to approve a conditional final minor subdivision that will combine three parcels on Lake Shore Road (21-H-14A, 21-H-19 and 21-H-21) into a single lot.
Katy Weiss of Bedford Design Consultants, representing the applicant George Chadwick, presented the plan and said the proposal reconfigures lot lines, clarifies leach-field locations and updates Note 9 per a Keach memo. Weiss said the change produces a more conforming lot and does not increase non-conformity for adjacent parcels. "We have updated Note 9 and the conditional for approval was updated per the Keach memo," she said.
Board members asked technical questions about the lots’ sizes and regulatory waivers. Weiss provided lot square-footages as 7,745; 4,147; and 4,869. Assistant Planner Julie Suech noted the applicant had not applied for a waiver to Section 605 of the subdivision regulations, so waiver relief could not be assumed.
Owner Katherine Irwin of 28 Lake Shore Road asked whether the 21 Lake Shore Road parcel is buildable; the board discussed hypothetical buildability scenarios but did not make a separate determination at the meeting.
Mr. Matt Rounds moved to approve the final minor subdivision conditioned on staff verifying that the board’s action is legally acceptable with Keach/Nordstrom and Code Enforcement and that any changes required to make the lot merger legal be included if necessary. Mr. Derek Monson seconded; the motion passed 7-0.
The approval is conditioned on staff review and any required legal clarifications, and the board did not take further substantive action on buildability questions during the meeting. The board recorded the approval and will reflect any required legal or technical changes in the final paperwork.
