Baltimore County ACC votes to review investigatory files in closed session; vacancies posted for recruitment

At a March 6 meeting, the Baltimore County Administrative Charge Committee voted to meet in closed session to review investigatory files and discuss investigations pertaining to actual and possible conduct, the panel’s Chair said.

The Chair opened the meeting at 12:02 p.m. in Room 118 of the Baltimore County Historic Courthouse and by Webex and confirmed the committee approved the minutes from its Feb. 6 meeting after a motion to adopt was moved and seconded.

Sharon Knecht, a county staff member, told the committee that ACC vacancies are posted on Baltimore County’s boards and commissions webpage. "All of the, the ACC vacancies are posted on the county's boards and commissions webpage so that we can begin accepting applications for our upcoming vacancies," Knecht said. She added that three vacancies will require review and interviews and encouraged current members seeking reappointment and community members who might be interested to apply.

A committee member asked whether the county could publish a social media post that members could share in community groups. Knecht said she would look into preparing a community announcement, noting she had previously received a draft from the executive office and would explore doing so again.

Later in the meeting the Chair moved that the ACC go into closed session to "review investigatory files and compliance with Maryland Code, Public Safety §3-1-104(h) and discuss investigations pertaining to actual and possible conduct," citing the statutory authority for a personnel-related closed session. The motion was seconded and members voiced "aye"; the Chair said the motion carried and the committee went into closed session.

The meeting reconvened in open session later. The Chair closed the session after moving to adjourn; the meeting was scheduled to reconvene April 3, 2026 at 12 p.m. in Room 118 or via Webex.
