Upper Hanover approves planning module, grants, and routine motions; water line replacement estimated at $5 million

At its Oct. 14 meeting, the Upper Hanover Township Board of Supervisors approved several administrative and financial actions and accepted routine reports.
The board approved Administrative Resolution No. 2025-36, advancing Planning Module Component 2 for the Kraussdale Industrial Project; the motion passed 3-0-1 with Chair Steven Rothenberger recusing due to an appearance of conflict of interest. The board also approved routine minutes and bills and adopted two resolutions recognizing long-serving volunteers William Gillespie and Trevor Smith for 15 years on the Building Code Board of Appeals.
Township Manager Anne Klepfer was authorized to apply for a PECO Green Region grant to fund a required rain garden at Macoby Run Park ($7,500 with a 100% match; Resolution No. 2025-32) and to submit three Local Share grant applications: a new playground at Camelot Park (Res. 2025-33), a GIS stormwater asset inventory (Res. 2025-34), and stormwater road bank stabilization (Res. 2025-35). All grant-authorizing motions passed 4-0.
Under new business the board approved a $43.49 tax refund to Creekside Village and authorized fire relief distributions of $23,477.51 to East Greenville Fire Company, $23,477.51 to Pennsburg Fire Company and $23,477.50 to Red Hill Fire Company. The Sewage & Water Committee reported the Route 29 water-line replacement from Hereford Elementary School to Water Street (replacing an 8-inch line laid in 1896 over about three miles) is out to bid with a preliminary budget estimate of $5 million; construction will require one-lane restrictions in places.
Old-business items included tabling a revised farm lease for Camelot Park and declining to approve a revised estimate for concession-stand and restroom flooring pending additional research. The board directed staff to collect speed data from the township speed display sign before pursuing a PennDOT traffic study for Kutztown Road. The meeting adjourned at 8:31 p.m.
