Urbana council unanimously approves 2026 appropriation resolution

Urbana City Council on Dec. 2 approved Resolution 2433-24, the city’s appropriation ordinance for the fiscal year ending Dec. 31, 2026, by a 7-0 roll-call vote.
The measure was placed on the floor by Councilmember Mrs. Bean and seconded by Councilmember Ms. Jumper. Director of Finance Matt Wellbaum handed each council member a binder containing budget figures and said the city will move to quarterly supplemental appropriations next year. “All of the information had been previously provided,” Wellbaum said as he distributed the binders.
Wellbaum highlighted lingering uncertainty around the city’s insurance costs. He said the administration budgeted for a 10% increase but hopes the final rate will be closer to the 6% increase the city incurred last year. Council did not debate the overall package and voted by roll call: Mr. Scott, yes; Mr. Davis, yes; Ms. Truelove, yes; Mr. Thackery, yes; Mrs. Collier, yes; Mrs. Bean, yes; and Ms. Jumper, yes.
The resolution, which requires three readings, passed on its third reading. The council did not attach additional conditions or amendments during the meeting.
Mayor Bill Bean used the meeting to note that the Finance Department had won an award from the Ohio State Auditor’s office for excellence in financial reporting, thanking retired Finance Director Chris Boettcher for his work. The council adjourned at 6:24 p.m.; its next meeting is scheduled for Dec. 16, 2025 at 6:00 p.m.
