Urbana council approves two purchase-order increases and authorizes airport beacon grant application

At its Nov. 18 meeting the Urbana City Council approved two Board of Control requests to increase existing blanket purchase orders and authorized a grant application to replace the rotating beacon at Grimes Airport.
The council approved increasing blanket purchase order 2025-00200 to CCTSS by $5,757.25 to bring the PO’s total to $89,757.25 to cover an unanticipated IT support rate increase; the Board of Control had noted the rate change occurred after the 2025 budget was finalized. Council approved the motion by roll call, 7-0.
Council also approved increasing blanket purchase order 2025-00225 to Smart Bill by $7,500, bringing that PO to $54,500 for utility bill printing and mailing services; staff noted the city spent just over $50,000 for the same services in 2024 and that postage rose $0.05 in July 2025. Council approved that request by roll call, 7-0.
Separately, Council passed Resolution 2724-25 (one reading) authorizing the Director of Administration to apply to the Ohio Department of Transportation for an improvement grant to replace the rotating beacon at Grimes Airport and to take steps to execute and manage any award; the resolution passed 7-0.
The council also conducted a voice vote to approve the Nov. 4 minutes at the start of the meeting.
