Urbana Council approves Park Avenue storm sewer contract and CDBG partnership for downtown rehab

Board of Control recommendation and contract award: The Board of Control recommended that the Director of Administration be authorized to enter into a contract with C.G. Construction & Utilities, Inc. for $138,947.75 to construct the Park Avenue Storm Sewer Project (OPWC Project # CK11AC). Mr. Crabill said the contract was the lowest of eight bids received and that the engineer's estimate for the base bid had been $170,000; the recommended amount includes a 15% contingency. The Ohio Public Works Commission (OPWC) grant would pay 50% of construction costs up to the grant amount of $87,500, with the remaining cost charged to the City’s Stormwater Capital fund. Councilmember Mrs. Bean moved the item to the floor and Ms. Jumper seconded; roll call approval was unanimous, 7-0.
CDBG partnership for Quality Meats rehabilitation: Council also considered Resolution 2719-25, authorizing the Director of Administration to enter a partnership agreement with the Champaign County Board of Commissioners for the PY2024 CDBG flexible grant (Grant #B-D-24-1AK-1) to rehabilitate the Quality Meats building at 125 South Main Street. Mr. Crabill said the project previously received a CDBG award and tax credits; he emphasized that any cost overruns on the rehabilitation project will be the responsibility of the property owner. Mr. Thackery moved for passage, Mrs. Collier seconded, and the resolution passed by roll call vote, 7-0.
