Committee recommends updated Halifax County pay grade scale to full board

Payroll Benefits Specialist Sandra Williams presented proposed revisions to Halifax County’s positions and pay grade scale, citing new and modified roles that need inclusion in the compensation schedule. Newly added or revised positions noted in the presentation included Assistant Recreation Director; Permit Technician; Permit Technician/Planning Clerk; Erosion and Sediment Combination Inspector; Building Official; and Planning and Zoning Administrator.
County Administrator Ron Brade recommended revising the Permit Technician/Planning Clerk classification from Grade 12 to Grade 11 to better align with the county’s compensation structure and organizational hierarchy. Committee members reviewed salary ranges and discussed potential downstream effects, including Virginia Retirement System impacts for employees at the top of pay ranges and issues related to compression and employee retention. Committee members also discussed the potential need for a comprehensive external salary study.
Supervisor Dennis Witt moved and Chair Larry Roller seconded a motion to recommend approval of the updated Halifax County positions and pay grade scale to the full Board of Supervisors. The motion passed 3-0. Committee members asked staff to provide updated drafts and to scope a possible outside compensation study for future consideration.
