Dayton approves $810,000 MVHO contract to expand outreach, funds set aside for permanent supportive housing

The Dayton City Commission approved contracts with Miami Valley Housing Opportunities (MVHO) to expand outreach to people experiencing homelessness and to fund permanent supportive housing.

Miss Dixine explained an $810,000 agreement to support outreach services across downtown and neighborhood areas. She said the money comes from the city’s HOME-ARP allocation, is not general fund, reimburses services MVHO provided in 2025, and covers planned work in 2026–2027. She added Montgomery County will bring a related item on the 24th to provide up to $150,000 to support downtown outreach.

Miss Dixine also summarized a separate, annual MVHO agreement to provide tenant-based rental assistance and wraparound services, estimating approximately 260 permanent supportive housing units intended to prevent people from returning to shelter.

Commissioners praised the partnership with MVHO and other regional partners. Commissioner Joseph thanked staff and partners for progress in reducing homelessness in the point-in-time count and described the contracts as part of a multi-year effort with the county and service providers.

Both items were part of the city manager’s recommendations the commission approved after excluding the airport janitorial contract; the MVHO contracts remained on the consent agenda and were adopted.

Next steps: Montgomery County’s contribution is expected to appear on an upcoming agenda on the 24th, and city staff will implement the MVHO outreach and PATH program supports under the terms described.
