Norwich trustees adopt 2026 appropriations, approve personnel contracts and direct recycling bid reissue

The board approved a five-year employment contract for Assistant Fiscal Officer Jaime Denney (#251202.15), adopted the 2026 wage exhibit for administration, cemetery and roads employees effective Dec. 29 (#251202.22), and approved employment agreements for the Township Administrator and the Road Superintendent/Cemetery Sexton (#251202.23 and #251202.24). Trustees also approved renewal of managed IT services with IT made Real, LLC for $52,800 (#251202.27).
On solid-waste procurement, Township staff reported Rumpke's bid was non-responsive for omitting the revenue-sharing formula and that Waste Management's bid was substantially higher; trustees directed counsel (Eastman & Smith) to reject the bids and re-issue the invitation to bid through SWACO to allow responsive bids (#251202.28).
For board organization, Mr. Cantrell moved to appoint Rick Tidd as the 2026 Chairman; the motion passed with Mr. Tidd recorded as abstaining and Mr. Young and Mr. Cantrell voting yes (Motion #251202.30). The board adjourned at 6:54 PM.
