Ways and Means quick votes: contracts, appointments and budget adjustments approved June 11

The Ulster County Ways and Means Committee moved a series of routine but material items by voice vote at its June 11 meeting.

Approved items included multiple contract executions and amendments across departments: engineering and emergency services contracts with Tectonic Engineering Consultants (Resolutions 304 and 305), a probation server‑migration contract amendment, Information Services amendments including a significant agreement with Tyler Technologies (Resolution 337), and multiple Department of Public Works and mental health contracts and amendments.

The committee also approved Resolution 315 to authorize bond issuance of up to $850,000 for elevator modernization at the county office and courthouse, and Resolution 316 authorizing a $747,000 contract with Daconic Elevator Company to proceed with elevator work.

Resolution 329 appointing Carrie L. Williams as commissioner of elections was adopted. The committee adopted a change to rules requiring that all budget amendments be referred to Ways and Means before full legislature consideration (Resolution 330).

Not all items advanced: Resolution 244 (Victory Garden preservation pilot), Resolution 298 (battery storage easement), Resolution 301 (Economic Development position change), and Resolution 300 (SUNY Ulster budget) were postponed for further review or legal clarifications.

The controller provided a financial update during new business (see separate coverage): year‑to‑date sales tax receipts were reported up 12.4% and the general fund closed 2025 with a $136.4 million balance.
