Mayor Bingham delivers State of the Village; department updates include EMT certification and police resignation

Mayor Rich Bingham delivered a State of the Village address that reviewed steps the Village took in 2025 to strengthen operations and community engagement, and previewed events and openings for 2026.
Bingham highlighted administrative improvements such as converting the utility payment system to save staff time, moving zoning responsibilities to a community app, and updating computers for security compliance. He noted national recognition from America in Bloom and said the Village attracted new businesses and development interest in 2025. He announced community events including Coffee with Mayor and Council on March 14 and the Easter egg hunt on March 21, and asked staff to advertise for a tree commission vacancy.
Department heads reported operational items: Public Works Director Mike Hill praised crews for rapid snow removal during a recent large storm. Fire Chief Jason Francis reported that Firefighter Nick Rupp earned EMT certification and that volunteer staffing includes five of seven members with EMT-to-paramedic qualifications. Police Chief Allan Baer announced that full-time officer Devon Lafferty is resigning from the department and the Village will recruit to fill the vacancy.
Clerk and law director had no reports. An operations report noted that IT policy suggestions were reviewed and sent to legal for final review.
