Whitehouse council approves minutes and bills, confirms committee appointments and elects Steve Fine president

The Whitehouse Village Council approved routine business and organizational items at its Jan. 6 meeting, including minutes, bills, committee nominations and the selection of a council president.
Council approved the Dec. 6, 2025 minutes on a motion by Councilwoman Carrie Touhy, seconded by Councilman Steve Fine (6 ayes). Council next approved bills dated Jan. 2, 2026 totaling $44,411.12 and addendum bills dated Jan. 6, 2026 totaling $260,859.55 on a motion by Councilwoman Louann Artiaga, seconded by Councilman Dave Riggenbach (6 ayes). The combined total of the approved bills and addendum is $305,270.67.
Mayor Rich Bingham presented nominations for several boards and commissions, including Allan Kuck (Planning Commission), Chuck Kethel and Brian Slagle (Board of Zoning Appeals), Steve Fine (Tree Commission representative), Steve Connelly (Tree Commission resident member), and Angie Kuhn and Phil Whaley (Charter Review Commission). A motion by Councilman Riggenbach, seconded by Councilwoman Touhy, approved the nominations (6 ayes).
Councilman Dave Riggenbach nominated Councilman Steve Fine to serve as Council President; council approved the nomination by voice vote ('All in favor'), confirming Fine in the role for the coming year.
Municipal Administrator Jordan Daugherty discussed capital-project figures for the water tower: he initially estimated about $300,000 remaining on the project and later said there was approximately $340,000 remaining before a just-approved $225,000 allocation; he said he would confirm final figures. Administrator Daugherty also previewed Committee of the Whole agenda items including a Toledo Free Press donation, a proposed "blue bag" ordinance and a forthcoming presentation from the Anthony Wayne community library.
The meeting also included reports from department heads: Public Works Director Mike Hill said spring bulk pick-up is planned for late March; Police Chief Allan Baer said the annual police report will be available in early March and noted a Citizens Police Academy planned for March; Fire Chief Jason Francis reported the retirement of volunteer firefighter Tom Vincent after 31 years and said the department responded to 1,093 incidents in 2025, about a 15% increase over the prior year.
Council adjourned at 7:10 p.m. on a motion by Councilwoman Louann Artiaga, seconded by Councilwoman Carrie Touhy (6 ayes).
