West Union council selects Anthem PPO for village employee health coverage

At its April 14 meeting the West Union Village Council voted to adopt an Anthem PPO health-insurance plan for village employees after reviewing seven quotes and weighing HSA versus PPO tradeoffs.
Councilmember Chelsea Phelps recommended the Anthem PPO as the closest match to current coverage. She explained that while an HSA option carried a lower monthly premium, it required employees to meet a high $6,600 deductible and could leave employees paying more for routine care until that deductible was met.
Under the selected option the village’s monthly contribution per employee would rise from $469.76 to $674.26; employee contributions would increase from $96.21 to $138.10 per month, according to the quotes reviewed at the meeting. Phelps said the Anthem PPO’s structure (copays and lower initial out-of-pocket costs) better matched the needs of existing employees.
Council voted on the recommendation (motion by Chelsea Phelps; second by Donna Young) and approved the Anthem plan by roll call. Mayor Jason Buda and council members discussed the need to complete employee enrollment paperwork by May 1 so staff can process plan changes before the effective date.
The council instructed the staff contact the plan administrator and prepare enrollment materials for employees.
