Waynesfield council adopts solid-waste plan, votes to join regional planning group and approves grant fund advance

The Waynesfield Village Council on the meeting's floor adopted several emergency measures and handled a slate of routine business, while hearing public comments about park dedications and an announced judicial candidacy.
Council members voted to suspend the usual three readings and adopt Ordinance 25-9-1, updating the solid-waste management plan for the Always County Solid Waste Management District. The motion to adopt the ordinance as an emergency measure passed on recorded ayes from council members present.
The council also voted to join the Western Ohio Rural Planning Organization, passing a resolution that authorizes the mayor to execute necessary paperwork. Council members said membership would give Waynesfield a seat at regional planning discussions about infrastructure and grant opportunities. Administrator Aaron said being “at the big table” could help the village learn about projects and funding that affect local roads and development.
Separately, the council approved, on an emergency basis, a resolution allowing the fiscal officer to transfer money from the general fund into ODNR grant fund 2062 so the village can pay upfront project costs and be reimbursed when ODNR processes invoices. Fiscal officer Sarah explained the step is required because the grant program requires the village to pay first and then seek reimbursement.
In other business, council conducted first readings for the 2026 appropriations ordinance and an amended employee handbook and job descriptions. The administration read totals for general, special revenue, capital and enterprise fund appropriations and noted some figures will be updated as park equipment purchases are finalized.
Council also voted to enter executive session to discuss appointment, employment and compensation of public employees, a move described as relating to staff raises.
The meeting wrapped with staff and committee updates, including progress on a park dedication event and a police update on a vandalism investigation. Police reported that roughly 15 private properties plus village and construction-crew property were damaged, that suspects are identified as adults ("not juveniles"), and that the investigation is being prepared for referral to the prosecutor when additional evidence is compiled.
