Waynesfield council members discussed clarifying employee classes and aligning pay structure with licenses and experience during the July 11 meeting.
The Clerk said prior discussions with outside consultants and the utilities committee identified a need to better delineate Class A and Class B employee responsibilities and to link pay to qualifications and years of experience. The Clerk committed to drafting proposed language for council review and to coordinating the handbook update so classifications and pay structure are introduced together rather than piecemeal.
Council members noted that simply awarding pay for holding a license could move an employee into an inappropriate pay category if they do not have the requisite experience for that class. The Clerk said the village will examine other municipalities' approaches and existing handbooks to harmonize classifications and compensation.
Separately, the attorney in attendance said they will attend meetings on request rather than every meeting to manage municipal costs, and affirmed they will review ordinances and resolutions prior to voting when requested so council members have legal guidance on classifications and other items.
Next step: Clerk to draft classification and handbook language and present it to the utilities committee and council for feedback and approval.
