Waverly council approves hiring, budget transfers and several ordinances; minutes approval included two abstentions
Summary
Council voted to hire a full-time tax administrator, approved intra-fund appropriations and transfers (including $25,000 to parks and $100,000 to police), read and advanced animal-keeping and CRA-district ordinances, and discussed a school-area crosswalk stop sign; approval votes were mostly unanimous and the minutes approval recorded two abstentions.
The Waverly Village Council took several formal actions on Oct. 16, 2024, including personnel hires, appropriation adjustments and ordinance adoptions.
Personnel: The council voted to hire Taylor Habber as a full-time tax administrator effective Nov. 1, 2024 at a rate stated in the meeting ($23.56 per hour). The hire replaces Karen D.S., who is retiring effective Oct. 31. The motion to hire was moved, seconded and carried by roll call.
Budget and transfers: Council approved Resolution 99-224 to move appropriations between lines inside funds (detailed line adjustments included traffic control and office equipment changes); Resolution 100-224 authorizing a $25,000 transfer from the general fund to the Bridge Street and Parks fund; and Resolution 101-d-224 authorizing a $100,000 transfer from the general fund to the police fund. Second and third readings were dispensed for each and the resolutions passed by roll call.
Ordinances: Council completed the third reading and adoption of Ordinance 87-2243 to amend the city’s keeping-of-animals provision (ordinance 505.16), and the third reading and adoption of Ordinance 88-2024 to establish a CRA district and building guidelines pursuant to Revised Code section 3735. Council held a second reading of Ordinance 98-224 (to install a stop sign and crosswalk on C L Street near the school); members discussed sidewalk ramps, coordination with the school and pedestrian-warning signage and deferred a full reading and final adoption to the next meeting.
Minutes: Approval of the Oct. 2, 2024 meeting minutes recorded abstentions from Councilmember Glass and Bevans; the remaining members voted to approve and the motion carried.
