Council debates manufactured-home permit after Ross County revokes county approval; Planning Commission to review

Brian (zoning) briefed council on several permit approvals and then raised a contested application for a manufactured home. He said the applicant planned to slide a completed home onto a permanent foundation rather than building the structure on site, and that the city’s ordinance requires on-site construction and permanent foundation placement for new residences.
“I told them we can’t approve it unless it’s built on site,” Brian said, noting that the applicant appeared to have the structure built elsewhere and intended to move it in. He also said he received word that Ross County had revoked a county permit related to the property and had sent a letter describing ordinance issues.
Council members and staff flagged two enforcement concerns: (1) whether building inspections could be completed if the structure was moved in with interior systems already enclosed, and (2) whether county permitting problems would prevent any city approval. Brian recommended the applicant take the plan to the Planning Commission; council agreed to refer the matter for commission review and to await the county’s position.
No formal council approval to allow the off-site-built unit was recorded; the council’s comments indicate that, as presented, the plan is not acceptable to staff and would require on-site building or other remedies. The Planning Commission was scheduled to meet on Oct. 18; the council said it would revisit the matter after that review and further coordination with Ross County.
