Board tables owner's-rep decision after two candidate interviews, asks for parallel cost estimates

The Brush School District No. Re-2 Board of Education heard hour-long interviews from two firms seeking to serve as the district's owner's representative for storm-damage repairs and Best-grant work, then voted to table a final selection until the next meeting.
Answer Advisory, a Windsor-based owner's representative firm, presented its K-12 and insurance-remediation experience and emphasized budget-tracking and Best-grant reporting. "We are an owner's representation firm based out of Windsor, Colorado," Zachman said during the presentation, outlining weekly progress reports and the firm's use of budget-forecast tools to track multiple funding streams. Amtech, a building-envelope and roof-consulting firm, said its strength is detailed design-level assessment and constructible details; Robert Piani, Amtech's vice president of architectural services, described a workflow that pairs design review with field monitoring.
Board members pressed both teams on procurement approaches, contingency oversight and whether the firms' proposals included architecture and permitting. Answer Advisory outlined a process to solicit, grade and tabulate contractor proposals and recommended an August 2026 construction target to avoid multiple mobilizations and rework. Amtech said its proposal includes design and construction administration and that it can coordinate with the district's MEP consultants and public adjuster.
Board discussion focused on two practical constraints: unsettled insurance negotiations and long lead times for HVAC equipment and some contractors. Several trustees said the proposals were not yet comparable because one bid included Best-grant scope and another emphasized architectural services. "We need apples-to-apples cost comparisons for design fees and scope," one trustee said during the discussion.
The board moved and seconded to table the owner's-rep selection until the next meeting, asking staff to request parallel architectural/design cost estimates from the candidates and to report back on the insurance negotiations. The motion passed on a recorded roll call.
