Berlin council adopts 'Berlin 2046' comprehensive plan

The Berlin City Council on June 9 adopted Ordinance 06-26, approving the "Berlin 2046" comprehensive plan to guide the city's long-range development. Tim, a city staff member, introduced the item and summarized a yearlong update process led by the plan commission and community engagement efforts. Morgan, a consultant with MSA, presented the final draft and noted the plan includes a survey summary in the appendix.

"After a year of long work, we are really happy to present the final plan to you all," Morgan said during the presentation. Council members asked whether the adoption package included the performance metrics and follow-up items that had been discussed alongside the city's strategic plan; staff clarified that some elements the council referred to were part of the separate strategic plan discussion.

Tim described the process that led to the draft, including a public participation plan, open-house events and a recent public hearing. He told councillors the update reflected plan commission recommendations and community input gathered throughout the year.

A council member moved to adopt Ordinance 06-26 to adopt the Berlin 2046 comprehensive plan; the motion was seconded and the chair announced the motion carried. The council did not specify additional implementation steps in the motion during the meeting; staff thanked the council and said they would proceed with next steps.

The ordinance adoption places Berlin's new comprehensive framework on the books; the plan package includes the engagement appendix and the survey results that informed recommended policies. The council did not vote on any separate funding or ordinance amendments tied to specific plan projects at this session.
