The Village of Whitehouse Planning Commission voted 4-1 on Jan. 5, 2026, to recommend that Village Council approve a zoning map amendment to R-2 for 11320 Archbold Whitehouse Road following a public hearing that drew resident questions about site plans, surveys and lot size.
The public hearing opened at 6:05 p.m. and included several residents who asked what constitutes a site plan and why it was not submitted with the application. Village Administrator Jordan Daugherty said the application form is generic and "typically site plans are required for developers that already have the zoning in place," and that developers sometimes provide drawings as a courtesy before zoning is decided. He added that a site plan "is much more detailed after the zoning is decided." The record shows a resident asked whether Charlie Grass owns the property; the minutes state the answer was yes.
Rob Casaletta moved to recommend R-2 to Village Council; Tom Lytle seconded. The motion carried 4-1, with Dennis Kennedy the only vote recorded as no. The roll call listed Tom Lytle, Allen Kuck, Rob Casaletta and Mayor Bingham as voting in favor and Dennis Kennedy opposed. The minutes show the commission’s action was limited to a recommendation to Council; no site plans, plats or surveys were approved at this meeting.
The transcript records that R-2 determines minimum lot square footage and that the commission stated the R-2 lot size is 15,000 square feet.
