Valley View council approves incentive for Alliance Solutions, several infrastructure contracts and a $169,900 bucket truck purchase

The Village of Valley View council met on April 1, 2025, and unanimously passed two ordinances and a series of procurement and contract approvals addressing public-works and safety needs.

Mayor March explained a new "order of business" at the start of the meeting to give residents an opportunity to speak and ask expenditure questions before votes. He reported recent and pending projects including preliminary access-road work on Alexander Road, a gas-main replacement on Hathaway by Warco contracted through Enbridge Gas Co., an $18,000-plus NOPEC grant used for town-hall front windows and a $50,000 sewer grant earmarked for bridge demolition. Mayor March also noted a county planning-services award to support community planning and reminded residents of a Valley View Community Club–sponsored Easter egg hunt.

Council then opened the floor to public comment; no residents signed up. The council approved the March 4, 2025 minutes and passed Ordinance 2025-4-1 (to pay certain claims for March 2025) on a 5–0 roll call after Councilwoman Jakubczak introduced the ordinance. Mayor March introduced Ordinance 2025-4-2, authorizing the mayor to enter into an incentive-grant agreement with Alliance Solutions; the ordinance passed 5–0.

Finance chair Jakubczak led the council through several procurement approvals. The council authorized Service Director Harter to purchase a replacement bucket truck from M Tech Company at state pricing not to exceed $169,900 to replace a 1996 model. The council also approved accepting Independence Cement's $26,350 proposal for catch-basin reconstruction, a change order for Euthenics Inc. on the Fosdick Road bridge replacement project not to exceed $16,000, and Valley View Cement's $68,308 proposal for concrete repairs at the Valley View Safety Center. All motions passed unanimously.

Engineer Sciano received authorization to accept Fabrizi Trucking & Paving Co., Inc. proposals for Alexander Road preconstruction utility improvements — Part A for $71,055 and Part B for $63,160 — and to prepare plans and advertise for bids for Canal Road repair and resurfacing (phase 3) targeting a fall 2025 schedule.

Police Chief Niro submitted a written report and thanked Service Director Harter and mechanic Rick Rospierski for completing vehicle repairs in-house "saving the village over $10,000," and reported that a grant was obtained to replace unsafe drinking fountains with water-bottle filler stations. Fire Chief Papesh reported that the station roof replacement is about 50% complete, interior cleanup and classroom furniture replacement are underway, fitness-room updates are in progress, and one ambulance sustained damage after striking a deer; two newer hires assisted with repairs, keeping costs low. Papesh said there was no mold but carpet cleaning and replacement of some smoke detectors will be needed.

Building Commissioner Ellis, Service Director Harter and Recreation Director Von Ville provided brief departmental updates, including completion of a school evacuation drill involving police, fire and service departments and final testing of a transfer switch for the new community-center generator. Engineer Sciano said he would contact contractor Baumann about barricades near Kurtz Brothers where a bridge was removed after Councilman Wilson raised a safety concern.

The meeting concluded when Councilman Wilson moved to adjourn; the motion passed 5–0 and the council adjourned at 6:52 p.m.
