The Village of Valley View Planning Board on Sept. 17 approved a lot split and consolidation at 10820 Stone Rd. (P.P.N. 572-11-002) while neighbors urged the board to delay action until the property is cleaned.
Owner Mario (Mr.) Ezzo and prospective buyer Donny Jakubczak told the board the split would allow Jakubczak to purchase and use the parcel for off-season equipment storage; Jakubczak said he currently has no plans to build on the lot. The board un-tabled the item and ultimately approved the split (motion moved by Joseph White, seconded by Jim Spieth; roll call — aye: Spieth, March, Bertovich, White; abstain: Marty Johnston).
Neighbors, including Joe Putich and David Lea, said they have not seen sufficient cleanup of vehicles and debris and asked that the sale be delayed until the property is made livable. Ezzo said he has removed material at times — noting he believes ten dumpsters have already been hauled away — and that some vehicles are titled to others; he said scrap yards will not accept untitled vehicles and estimated scrap value at about $300 per vehicle. Solicitor Lambros advised the board that to dispose of vehicles Ezzo needs abandoned titles or must dismantle vehicles for scrap; he also noted enforcement of ongoing violations proceeds through the magistrate in Mayor’s Court.
Secretary Marty Johnston asked Ezzo to provide proof of progress at the October Planning Board meeting; Mayor Matthew March said he would continue working with Ezzo and neighbors to facilitate cleanup. No conditional hold or delay was placed on approval at the meeting; the board’s vote authorized the lot split and consolidation, and the new owner would be subject to the same enforcement process if violations continue after transfer.
