West Union council approves parade closures, Good Friday half-day and 50% amnesty; Brewer votes against parade

At its March 10 meeting, the West Union Village Council approved several administrative items including a parade permit, an employee Good Friday schedule, a temporary amnesty on fines and payment of bills.
The council approved a parade request from Adams County Drug Free Clubs for April 17, 2026 at 10:30 a.m., which will close East Walnut Street, Second Street and East Main Street pending state approval for street closures. The motion to approve the parade was made by Chelsea Phelps, seconded by Ryan Myers, and passed on a 5–1 roll call vote with Council Member Randy Brewer voting no.
Council also approved closing the Village at noon on Good Friday and paying employees for the remaining four hours of the day; the motion was made by Chelsea Phelps and seconded by Donna Young and passed on roll call. The mayor said employees will work until noon and the Village will pay for the additional four hours.
On finance matters, council accepted the Statement of Receipts for Mayor’s Court for February (net $1,958.00) and approved payment of bills on a motion by Ryan Myers, seconded by Donna Young. Council also approved a measure (moved by Jason Francis, seconded by Donna Young) to reduce amnesty fees and fines by 50% for all of April and May.
The council convened an executive session under Ohio Revised Code procedures for personnel matters related to hiring and termination. The session began at 6:26 p.m. and ended at 6:48 p.m.; council reported no action taken from the executive session.
Why it matters: The parade approval directs the temporary closure of key downtown streets for a community event; the Good Friday decision and fee-amnesty period affect village payroll and revenue timing. The 5–1 vote on the parade indicates at least one council member dissented.
Next steps: Staff will notify the state department for street-closure approval for the parade, and the administrator was asked to follow up on other administrative items; council scheduled a personnel meeting on March 24, 2026 and a finance meeting at 5:30 p.m.
