West Union council approves three resolutions to manage incoming grant funds, including SR 41 TAP project

The West Union Village Council voted on March 10 to amend its official certificate and create or adjust funds to accept and manage incoming grant money.

Resolution 2026-3, described in the agenda as related to "SS4A," was approved on a motion by Randy Brewer, seconded by Donna Young. The motion passed on a roll-call vote with all members voting yes.

Council then approved Resolution 2026-4 on a motion by Chelsea Phelps, seconded by Ryan Myers. That resolution amends the official certificate and establishes line items in the Enterprise Improvement Fund to receive and manage funds.

The council also approved Resolution 2026-5, introduced to establish a new fund to receive and manage funds for the SR 41 Shared Use Path Phase 2 — identified in the agenda as a TAP grant — on a motion by Jason Francis, seconded by Chelsea Phelps.

Solicitor Tom Mayes also reminded council that two separate ordinances authorizing the sale of village property will have a second reading: one ordinance covers a 6,625-square-foot parcel listed at $4,000, and the other covers a 0.631-acre parcel listed at $15,000. Mayes presented those items as the required second readings for the ordinances authorizing sale.

Why it matters: Establishing specific funds and line items allows the village to accept, track and spend grant money properly and keeps accounting consistent with grant requirements. The SR 41 TAP fund will isolate project receipts and expenditures for the shared-use path project.

Next steps: Resolutions passed; council will proceed with required steps for grant administration. The property-sale ordinances will proceed to their second readings as the solicitor noted.
