West Union appoints new police chief; council removes several officers and approves pay raise

The West Union Village Council on Feb. 24 appointed Shane Young as the village’s next chief of police, approved personnel removals from the department and granted a pay increase to an officer who completed certification.
Following an executive session on personnel, the council unanimously moved (with one abstention) to appoint Shane Young as chief of police effective in March at an annual salary of $66,560 ($32 per hour). The appointment motion was made by Randy Brewer and seconded by Ryan Myers; the roll-call vote recorded five yea votes and an abstention by Chelsea Phelps for a conflict of interest.
Earlier in the meeting the Police Department reported staffing changes: a part-time officer and two auxiliary officers were to be removed from the department, and one officer had submitted a resignation effective the coming Saturday. Council approved a motion by Chelsea Phelps, seconded by Ryan Myers, to remove Nathan King, John Silvey, Justin Cooley and Nataya Richards from the police department; the motion passed on a roll-call vote recorded as all yeas.
Council also approved a $1.00-an-hour raise for Nathaneal Evans, effective the next pay period, following completion of his certification. The raise motion was made by Randy Brewer and seconded by Donna Young and passed on a roll-call vote recorded as all yeas.
"I also have a resignation from one of our officers, whose last day will be Saturday," the Police Department reported during the meeting. The motions to remove personnel, appoint a new chief and to award the raise were recorded in the minutes and will be implemented by the village administration.
