Votes at a glance: West Union council approves emergency ordinances, leases and personnel actions

West Union — The West Union Village Council approved a series of routine and emergency measures Tuesday, including adoption of meeting rules and the municipal code, a five-year lease with the Bureau of Motor Vehicles and personnel and banking changes approved after an executive session.
The council voted unanimously to approve Ordinance 2026-1 to adopt the most recent edition of Robert’s Rules of Order and to pass Ordinance 2026-2 adopting American Legal Publishing’s Ohio Basic Code, 2026 edition, as the village code of ordinances. Mayor Jason Buda told the council, "We are suspending the rules because ordinance take three readings. We are doing this until we can pass it tonight by emergency," and members suspended the usual reading requirement to adopt both measures that night.
Other formal actions recorded in motions and roll-call votes included: approval of minutes for Nov. 25 and Dec. 16, 2025; acceptance of Mayor’s Court receipts for December ($411); adoption of Resolution 2026-1 authorizing the fiscal officer to reallocate 2026 appropriations; approval of a five-year lease with the BMV at $800 per month; appointment of Chelsea Phelps to the landbank board; appointment of Ryan Myers and Randy Brewer to the fire dependency board; election of Donna Young as president of council; and administrative actions after executive session to change bank signatories and hire a temporary employee.
Council recorded a motion to remove Mary Jane Campbell and Shuri Groves from the National Bank checking account and to add Mayor Jason Buda, Administrator Kenny Ferguson and Fiscal Officer Melissa Hall; the motion passed unanimously. The council also approved hiring Shelley Gifford at $30.00 per hour for 20 hours a week for roughly two to three months. A motion to remove the former account holders from all village accounts was approved, and council agreed to continue paying bills and ratify them at the next meeting.
Several motions were carried without discussion and were recorded by roll-call vote as unanimous. The meeting concluded after council voted to adjourn.
