West Lafayette council advances sidewalk and sewer engineering contracts; stormwater manual and appropriations get readings

The West Lafayette village council on Nov. 11 reviewed multiple infrastructure items, including engineering contracts for new sidewalks and a sewer/stormwater rehabilitation planning project.
Village staff presented Resolution 2024-46 to hire Verantis for engineering services for a 2024 sidewalk project (segments of Main Street to Dollar General, Wall Street/Union Avenue and a walking path connecting the high school) and for a 2025 sidewalk project (South Kirk north to Oak to connect to Waterworks Park). The administrator said the resolution authorizes the fiscal officer and village administrator to execute the contracts. Council discussion focused on project routes and drainage corrections identified during recent site visits.
Staff also presented Resolution 2024-47 to hire Environmental Design Group for surveying and engineering services to remediate a sewer pipe that is currently flowing through a storm pipe and reducing capacity. The administrator said a bid opening for related work was scheduled for Nov. 15 and that the Department of Development had a pending extension date; staff said they would proceed with the bid opening as planned.
Council reviewed a second reading of Ordinance 2024-45 to adopt a stormwater maintenance and design manual and heard that Ordinance 2024-48 (the 2025 appropriations ordinance) was introduced as a first reading; no final votes on those ordinances were recorded at the meeting beyond their readings.
Wastewater staff reported maintenance activity, equipment upgrades, and continuing-education completion for operators. They reported septic acceptance revenue of $2,850 for October and stated year-to-date additional revenue from accepting septic was $330,000, a figure staff noted exceeded earlier projections (staff said the department had projected $10,000 for the year). Council members praised plant staff for operational performance.
No contract awards were finalized at the meeting; resolutions authorizing contract execution were presented for consideration. Council directed staff to continue coordination on bids, drainage corrections and engineering details prior to final contracting.
