Council reviewed a finance committee report about a resident on East Moon Street who was billed for sewer service since July 2021 despite having a septic system. Finance staff produced an account report showing $795.15 in charges; the council moved to refund the amount to the resident and the motion was approved.
The fiscal officer said staff have been working on the 2025 budget and expect to save roughly $51,000 a year on employee health insurance by joining a municipal-league pool if council approves the change at a future meeting.
Council also discussed security improvements for Village Administration and council chambers, including access control and panic buttons. The village has obtained quotes and plans to pursue a $1,000 public-entity grant from the insurance company to offset costs.
The fiscal officer additionally noted personnel changes in the police department — Chief Chris Walters will depart at year-end and Captain Morgan Eckleberry would serve as acting chief during a transition per existing ordinances about temporary promotion pay — but said the mayor has authority to appoint an acting chief without a formal motion.
