Waynesville finance staff flags possible 3% annual water-rate increases amid rising costs

At its Aug. 19, 2024, meeting, the Waynesville Finance Committee heard from village staff about planning for future water rates. Ms. Morley, the village staff member, said the village currently charges about $4.14 for in-village water service and $5.32 for customers outside the village and suggested it may be appropriate to consider 'maybe a 3% rate increase for 3 years because cost are always going up.'

Committee members pressed for more detail on how rate revenue is spent. Mr. Lauffer asked specifically why a rate increase would be needed if, in Ms. Morley’s words, 'we are in good shape.' Ms. Morley responded that employee costs, the price of chlorine and electricity are rising and that those factors are driving the recommendation to plan for gradual increases.

Ms. Morley noted the village has a $10 water capital fee that funded recent meter replacements, which allowed that work to proceed 'without going back to the residents and asking for more money.' Committee members asked staff to provide a breakdown showing where prospective rate revenue would be allocated and what uses would be covered by any increase.

The committee did not vote on a rate change at the meeting. Ms. Morley agreed to supply more detailed line-item information so members can review proposed impacts before the committee considers formal action.
