Valley View council adopts NOPEC opt-in natural gas program after public hearings

Valley View — The Village of Valley View council on Dec. 3 voted unanimously to establish an opt-in natural-gas aggregation program through NOPEC and to adopt the program's plan of operation and governance.
Tony Ramos of NOPEC addressed the council and provided folders of general information, saying NOPEC held two public hearings prior to the ordinance votes. "The first meeting was well attended and the second meeting had three residents," Ramos said, and he answered questions from residents and council members.
Mayor Manden R. March introduced Ordinance 2024-11-6, authorizing action to establish the opt-in natural gas program pursuant to Ohio Revised Code §4929.27(A)(1). Council suspended the rules and placed the ordinance on third and final reading, then passed it by a recorded unanimous vote. Council also passed Ordinance 2024-11-7, approving the plan of operation and governance for the NOPEC program; that ordinance was read by title, declared an emergency in its text, and was also adopted unanimously.
Clerk-Treasurer Snyder will implement the plan of operation per the ordinances. No formal dissent or recorded split votes appear in the minutes for either measure.
The ordinances put in place a mechanism for residents who choose to opt in to join the aggregation program; the minutes do not specify program rates or enrollment procedures, which will be governed by the plan of operation adopted by the council.
