Valley View council unanimously approves package of ordinances covering gas aggregation, road projects, pensions and service contracts

At its Dec. 3 meeting, the Village of Valley View council unanimously passed a set of ordinances and resolutions that established a NOPEC opt-in natural gas program, authorized contracts for animal control and fire-station roofing, accepted bridge and traffic-signal project bids tied to federal grants, and approved multiple budget transfers.
Valley View — The Village of Valley View council met Dec. 3 and, by unanimous votes, approved a package of ordinances and resolutions that will shape municipal services and capital projects through early 2025.
Council passed Ordinance 2024-11-6, establishing an opt-in natural gas aggregation program under Ohio Revised Code §4929.27(A)(1), and Ordinance 2024-11-7, adopting the plan of operation and governance for the NOPEC opt-in program. Both measures were placed on third reading by suspension of the rules and passed by recorded voice vote with five ayes and zero nays.
The council also approved routine fiscal measures: Ordinance 2024-12-1 to pay specified claims for November 2024; Ordinance 2024-12-2 creating temporary appropriations for the fiscal year ending March 31, 2025; and Ordinance 2024-12-3 providing additional appropriations for the 2024 fiscal year. Each finance ordinance was adopted unanimously.
On municipal services and capital work, council accepted a contract with A&S Animal Control under Ordinance 2024-12-4 and authorized a contract with Garland/DBS, Inc., under Ordinance 2024-12-9 to replace the Valley View Fire Department roof. Fire Chief Papesh said the roof has been patched previously and that construction will begin as weather permits.
Council accepted bids and obligations tied to transportation grants: Ordinance 2024-12-7 accepts a bid for canal-road and Fosdick traffic-signal work required by a federal grant for the Fosdick Road bridge replacement; Ordinance 2024-12-8 accepts a reimbursable $50,000 grant for Exchange Street bridge demolition. Resolutions 2024-12-10, 2024-12-11 and 2024-12-12 authorized transfers from the General Fund to the fire pension fund, police pension fund and the Capital Projects Strathmore Fund, respectively. All passed unanimously.
Other actions included adoption of Ordinance 2024-12-5 to fund the deductible under the Medical Mutual SuperMed CMM II HRA plan for qualified full-time employees and a non-controversial emergency ordinance (2024-12-6) asking Cuyahoga County to expedite Alexander Road repairs in coordination with the Pleasant Valley Road bridge detour.
The meeting also recorded routine department reports, a motion to move Feb. 4 council meeting to Feb. 11 and Sept. 2 meeting to Sept. 9 (adopted unanimously), and a reminder about a community giving tree. Mayor Manden R. March opened the meeting to public comment; Jen Kryznowek of the Cuyahoga County Board of Developmental Disabilities noted the agency serves 14 Valley View participants and described services provided.
