The Village of Valley View Planning Board on June 18 voted to consolidate two parcels at 11424 Schreiber Road and declined to act on variances to permit a front-yard accessory building.
At the caucus, Anna Kanaris attended on behalf of the absent owner, Mr. Zink, and described plans for a steel structure intended to store inground-pool equipment. Building Commissioner Larry Ellis and Engineer Todd Sciano told the board that a portion of a 2015 expansion occupies the second parcel and recommended combining the lots to avoid future complications.
Secretary Marty Johnston and other board members raised objections to permitting an accessory building in front of the pool and in front of the front-setback line, saying such approvals could set a precedent for Schreiber and Tinkers residents and harm curb appeal. Mayor Matt March asked the applicant to supply updated, scaled drawings and suggested landscaping to screen any new structure.
In the official vote, the board approved the lot consolidation. The motion to approve was moved by Joseph White and seconded by Marty Johnston; roll call votes were Spieth, Johnston, White and Mayor March in favor and Commissioner Mike Bertovich opposed. The accessory-building variances were not approved; minutes record those variance items as failing for lack of a motion to approve.
The planning staff noted that, if the owner seeks future variances, the board expects clearer scaled drawings and screening plans and reiterated that standard county recording steps (engineer mylar and county filing) follow formal approval of consolidation.
The board did not adopt any alternative approval or conditional relief for the accessory building at this meeting; next steps depend on whether the applicant returns with revised drawings or elects to change the proposal.
